The new system ought to be operative from 1.9.2017, with a phased implementation for the different school levels and user groups. As a county and municipality, Oslo municipality entered into a cooperation in 2009 with all the country's counties, managed by Vigo IKS, for a joint procurement of a new school administration system, which for Oslo, shall also cover the activity school, primary and secondary schools and municipal adult education. A contract was signed in 2013 with a new supplier for a completed delivery in 2017. IST then undertook to continue the maintenance and support contracts for SATS up until this date. The delivery is heavily delayed and we do not currently know when the new system will be available. IST has also, naturally, given notification that they cannot continue the maintenance and support for SATS indefinitely. The procurement is in accordance with the public procurement regulations §13-4 b no 2, not 13-4 a as stated above. This is due to an error in the doffin form. The Education Agency is in the procurement and development process for a new school administration system (SAS), in accordance with the procurement ‘procurement of a joint school administration system’ from Vigo IKS (Doffin 2012-272060). The development and implementation of this procurement has been delayed and Oslo municipality's current SAS is technically outdated and the supplier cannot guarantee maintenance and support for the current system indefinitely. Our assessment is that it is only IST who can provide a school administration system for the Oslo schools, which covers all the school layers, without comprehensive further development. With other suppliers we would have to contribute to development, parallel to the development of the system procured by Vigo IKT for Oslo municipality.
