Short description

Procurement of insurance solutions (CAR/TPL + EIL) for A/S Femern Landanlæg.

A/S Femern Landanlaeg, part of Sund og Baelt Holding A/S, is to undertake extensive works along the alignment from Ringsted to Femern Banen. Estimated period: 2016 – 2021; a significant number of contracts have already been awarded or completed.

Scope of Works: The existing line from Ringsted to Nykoebing F. will be expanded to double track and upgraded to allow for 200km/h train systems and new track will be laid between Vordingborg and Holeby. Additional signaling/electrification works are expected to be undertaken at some stage in the future – to be completed by 2024.

The main project insurance programme comprising Contract Works, Third Party Liability, Professional Indemnity and Environmental Impairment Liability will be procured for the full duration of the project under the full EU tender process which will commence in early 2017 with an inception date for insurances of 1st January 2018.

A/S Femern Landanlaeg would like to procure Early Works policies to provide insurances in respect of the completed works to date and the anticipated works to be carried out during 2017. The Early Works policies have to cover the period until the Main Project Insurance Programme will be put in place (January 2018).

There are two alternatives;

oConstruction All risk (CAR)/Third Party Liability (TPL)

oEnvironmental Impairment Liability (EIL)

It is possible to quote either one or both lines of insurance.

Marsh A/S is handling the tender on behalf of A/S Femern Landanlaeg.

A ‘mini’ public tender procedure will be followed since the contracts are estimated to have cross border interest.

Best & Final offer has to be submitted upfront, since there will be no negotiation round.

Quote deadline: 27th of February 2017, 23:55 CET

The required tender response including terms and conditions are set out in the submission material, which can be obtained on request from the contact persons above.

Questions can also be addressed to these contact persons in writing before the 17th of February 2017.

Marsh will gather all questions in a Q/A document which will be updated along the process, and which tenderers will receive.

Quotes have to be submitted by e-mail before deadline (please note that prolongation of deadline is NOT possible).

The quotes will be evaluated on the basis of the following combined criteria for award decision:

•Best possible terms and conditions

In respect of CAR/TPL

oIt will be evaluated positively, if the terms follow the Marsh wording (appendix E) in full.

oDeviations from the Marsh wording will be evaluated negatively.

In respect of EIL

oIt will be evaluated positively, if the coverage is broad, and if requirements regarding extensions are met in full (section 5 of the EIL submission).

oIf all/part of the required extensions cannot be provided, it will be evaluated negatively.

There will be done an overall evaluation of the accumulated advantages/disadvantages of the received quotes in respect of pricing and terms/conditions.
