Short description

Finnut Consult shall provide assistance with implementation of an open tender contest on behalf of Vadsø municipality (the Awarding Authority). The Awarding Authority requests tenders for temporary staff services for the period from January 2014 until December 2017 with option for one year prolongation.

The previous years the Awarding Authority has procured temporary staff services for approx. 2 000 000 - 3 000 000 NOK per annum. This estimate is subject to major reservation and is to be considered as an estimate for consumption in the next period, as the requirement for temporary staff varies and depends on elements outside the Awarding Authority's control.

The Awarding Authority aims at reducing the use of hired temps. The Awarding Authority is not obliged to procure services for any fixed amount, but procure services in accordance with the requirements. It is emphasised that tender shall be in accordance with instructions given in the tender documents.

Incomplete tenders or tenders containing reservations, errors or uncertainties which may lead to how the tender shall be appraised will be rejected. Variance from instructions given in the tender documents shall be described precisely and clearly.

Description of the procurement:

Due to holidays, leave of absence, vacancies and absence due to sickness, the Awarding Authority requires nurses, social educators, enrolled nurses, welfare workers and any other substitute health care personnel.

This applies for personnel for long-term or short-term assignments, both scheduled and emergency assignments. The Awarding Authority's buyers are health centres, nursing homes, the home care service (measures in the patients' homes with 24 hours service) or wards.

The estimated distribution percentage between the position categories is approx. 70 % nurses, 30 % enrolled nurses, welfare workers, health care workers, bio engineers and equivalent.

The Awarding Authority may have a future requirement - during this agreement period - for doctors, social educators, bio engineers, professional managers and equivalent. The tender shall therefore contain an overview of available competence and qualifications.

The Awarding Authority is also engaged in projects with resource-demanding services where special competence in e.g. operation of respirators and dialysis treatment may be required. The tender shall therefore substantiate that the Service provider is able to provide these services. The Awarding Authority uses Mercell Sourcing Service in this tender procedure.
