The framework agreement includes i.a. laptops, stationary PCs, mobile phones, etc. As Statens Innkjøpssenter (the Norwegian Public Procurement Centre) shall enter into a joint agreement for the delivery of PCs and mobile phones, the Norwegian Maritime Authority wishes to extend the current framework agreement until the joint agreement with Statens Innkjøpssenter is entered into. In accordance with the current schedule the joint agreement shall be ready during the first quarter of 2018. The Norwegian Maritime Authority therefore wishes to extend the existing agreement for 6 months with option for further extension in case the joint agreement is not in place. The Norwegian Maritime Authority can, in accordance with the Public Procurement Regulations' § 13-4 letter a), implement a tender contest with negotiations without a prior notice. Cf. the Public Procurement Regulations' § 13-3. The Norwegian Maritime Authority considers the agreement to be in accordance with the Public Procurement Regulations' § 13-3, letter e), and the agreement period with Atea can therefore be extended until Statens Innkjøpsenter has entered into a new joint agreement. The Norwegian Maritime Authority also considers it impossible to implement a separate tender contest before the new joint agreement is in place. The Norwegian Maritime Authority refers to the objective of the Public Procurement Act regarding increased value creation by ensuring the most favourable use of resources in connection with public procurements. The publication of a separate tender contest for a contract period of few months will have resulted in additional work for the Norwegian Maritime Authority and the suppliers. Initiating a new tender contest is considered very little socially beneficial as Statens Innkjøpssenter already has initiated a procurement process for these products. The Norwegian Maritime Authority also refers to delays with the joint agreement that is administered by Statens Innkjøpssenter.
