Sarpsborg kommune [Sarpsborg municipality invites potential tenderers to participate in a dialogue conference. Sarpsborg municipality is working with a contest for passenger transport services. The estimated value of the contract is approximately NOK 3.7 million excluding VAT per year. The majority of the driving is of school and nursery school children as well as the elderly to and from institutions, treatment, day centres, etc. The municipality has ambitions to reduce greenhouse gas emissions and is considering conversion of vehicles to fossil-free fuel, preferably to electricity, hydrogen and biogas as an important measure. The municipality is considering the possibilities that future passenger transport procurement could stimulate such a transition, and wants feedback on how mature/widespread fossil-free vehicles are in the supplier market. We also want feedback from potential tenderers about what we should take into consideration and if there are any measures or incentives in the tender contest that the municipality should implement. Sarpsborg municipality therefore invites tenderers to participate in a dialogue conference in order to get input on how the tender documentation can best be designed in order to minimise greenhouse gas emissions. Sarpsborg municipality is familiar with Fredrikstad municipality's equivalent passenger transport procurement with primary focus on fossil-free vehicles. The dialogue conference will be held as one-to-one meetings between the contracting authority and the individual suppliers and will take place at Sarpsborg Town Hall on the 24 September 2020. The exact time will be agreed with each tenderer after the registration deadline has expired. The address is: Sarpsborg Town Hall Glengsgata 37 1706 Sarpsborg Suppliers must be prepared to meet at any time of the day. A maximum of one and a half hours will be allocated to each supplier. All communication must be in Norwegian. Send registration to venera.mehmeti@sarpsborg.com by 7 September 2020, 12.00. The subject line of the email should be ‘Persontransport – dialogkonferanse’ [Passenger Transport — dialogue conference’]. The agenda for the meeting will be: — brief presentation by the contracting authority — brief introduction from the supplier — answer questions from the contracting authority. Questions that will be addressed: 1) Is there a need for measures/incentives from the municipality in order to stimulate a transfer to fossil-free vehicles in this contract, or are the suppliers able to deliver this during the contract period? 2) If yes, which of the measures/incentives below will be most appropriate for the largest possible portion of fossil-free transport? Please comment on the measures. • economic support for the number of kilometres driven with fossil-free vehicles in the contract; (For example X kroner per kilometre driven for the municipality with electric/hydrogen or biogas vehicles.) • rapid/lightning charger(s) priorities for taxies in Sarpsborg. (For example, the municipality ensures that there are rapid/lightning charger(s) prioritised for the taxi industry.) 3) What is important for the municipality to consider if designing measures (for example size of economic measures, placement/priority of charges, etc.)? 4) Are there other measures the municipality should consider in order to stimulate the transfer to fossil-free vehicles in this contract? 5) Other input related to fossil-free vehicles in this contract? Written feedback should be sent to the contracting authority after the meeting. The responses will be used to further the design of the tender documentation. Any measures will be finally described in the tender documentation.
