Hammerfest municipality has implemented free user choice for user-controlled personal Assistance (BPA).
The scheme with free choice of user-controlled personal assistance is implemented as service concession contracts. The service provider bear all risk as the assignments are dependent on choice of the users.
After user-controlled personal assistance is granted to each user, he or she can choose which provider to engage.
The contracting authority intends to enter into 5 service licence contracts. The number contracts is subject to suitable tenders. The service concession contract are entered for 5 years. The estimated contract period is from and including 1 January 2021 to and including 31 December 2026.
