The parliamentary bill No. 21 (2016-2017) “Desire to learn — early efforts and quality of the school”, the Norwegian Ministry of Education and Research has proposed a module based post-graduate course for headmasters and other school administrators who have completed the Master programme in Educational Leadership or equivalent education. The measure is intended as a contribution to ensure the compliance with the requirement for systematic competence development for school administrators, beyond the basic competence provided in the programmes for educational leadership.
