The tool gives environmental and traffic safety data for all vehicles that are for sale in Norway and it is updated daily. “Nybilvelger” is regulated in the Regulations on Energy Labelling etc. of new passenger cars. The procurement is for the delivery of technical vehicle data for vehicles that are sold in Norway. The vehicle data shall be available when light vehicles (passenger cars and goods vans) are put up for sale. The data set shall always be updated. The data set shall consist of general vehicle, safety and environmental data plus information on the non-recurring duty. In addition the emission statistics (CO 2 and NOx) shall be provided. The information stated on the above form on the procurement being outside the scope of the procurement regulations is wrong (error in the form). However the contract is for very specific data that is currently provided by Opplysningsrådet for veitrafikk (OFV). The delivered data is obtained and prepared from the motor vehicle register and vehicle dealers. In order to provide this data, contracts must be in place with all dealers, in addition to the Norwegian Public Roads Administration. Based on surveys carried out in the market, it is unlikely that other suppliers currently have the necessary competence and technical platform to provide the required data and, at the same time, fulfil the requirements for security of supplies and availability.
