Catering equipment. The Authority has a potential Requirement for the Provision of Post Design Services (PDS) and the Supply of Certain Capital Equipments on an as required basis, in respect of the Operational Field Catering System (OFCS). The OFCS was introduced into service in 2004 under Contract with Kaercher and satisfies field catering requirements on a global basis.
The OFCS System Solution encompasses 40 Man Catering Modules, Burner Units and Transit Cases, Slave Start Distribution Boxes, Power Supply Assemblies (PSA), Water Boilers, Ovens and associated storage racking and serving solution. The system meets BS EN361-2 Materials and Articles in Contact with Foodstuffs.
The Authority has a requirement to undertake Post Design Services, to include but not be limited to:
(a) Management and Update of Technical Publications.
(b) Equipment Failure Investigation.
(c) Management of obsolescence.
(d) Modification/Equipment Upgrades to improve reliability/maintainability.
In addition to the PDS requirement, the Authority may, on an as required basis, have a requirement to procure additional quantities of existing In-Service Equipment to maintain fleet availability, for the following articles:
(1) J2/6110-99-684-4060 – Distribution Box.
(2) J2/6120-99-316-0134 – Power Supply Unit.
(3) J2/7310-99-503-8900 – Oven Unit.
(4) J2/7310-99-934-8969 – Burner Unit Including Transit Container.
The Authority may wish to procure additional Capital Equipments to those detailed above if and when required during the period of any eventual contract(s).
Elements of the OFCS System Solution are considered proprietary to Kaercher, it is also recognised that certain elements (e.g. Power Supply Units and Oven Units) are of third party (G3 Systems and Arunfabs) manufacture/supply. Potential Providers must be capable of supplying equipment to the NSN's detailed above agreed Equipment Build Standards, and be able to demonstrate that they have the necessary rights and permissions to be able to undertake Post Design Service Activity on the OFCS System Solution, on the basis that any modifications to existing in-service equipment identified under the PDS element must be underwritten by the DA/OEM for each of the System Elements to provide the MoD with the required assurance that the modifications will not compromise either operational effectiveness or safety of the equipment.
QA Standards or equivalent: The Contractor shall hold and maintain a certification to BS EN ISO 9001:2000/2008, issued by an accredited certification body.
Interested parties should in the first instance, submit an expression of interest, comprising their ISO accreditation certificate which includes an appropriate scope covering this requirement, and written evidence demonstrating their ability to undertake PDS Activity on the OFCS System Solution to the Authority's nominated representative. In addition, you must provide statements of turnover as per Section III 2.2 of this notice. Expressions of interest should not exceed 5 x A4 Size Pages.
The Authority may wish to conduct a pre-qualification exercise to assist in the down selection of prospective tenderers. Only those companies who can demonstrate a sufficient level of competence, experience and resources against the Authority's pre-qualification criteria will be invited to tender. It should be noted that the AWARD software package may be used as part of the pre-qualification/tender assessment process.
Please note that late expressions will not be considered, nor will expressions where no ISO Certificate with appropriate scope is provided, or those failing to demonstrate they have the necessary rights and/or permissions from the Equipment DA/OEMs to be able to undertake Post Design Services. Only those expressions of interest that fully meet the above criteria shall be considered for Invitation to Tender.
