Hankeobjekti tehniline kirjeldus	Tööde maht ja vastutuse piiritlus on kirjeldatud selgituskirjas (Lisa 1). Esimese ja teise astme aurusoojendite SH1.1, SH1.2, SH2.1 ja SH2.2 pakettide kandetalade vahetus; Esimese ja teise astme aurusoojendite SH1.1, SH1.2, SH2.1 ja SH2.2 kollektorite, juurdeviivate ja ärajuhtivate torustike vahetus;  Kaitseekraani torustike vahetus;  Esimese astme aurusoojendi SH1.1 kandetalade temperatuuri kontrollsüsteemi rekonstrueerimine termopaaride asukoha muutmisega; Utiliseerimiskatla korpuse alumise osa vahetus koos punkriga;  Utiliseerimiskatla hüdraulkatsetuste korraldamine;  Utiliseerimiskatla ettevalmistamine ja üleandmine Kiwa inspektorile.

Pakkumiste esitamise tähtaeg	07.10.2026 Hinnapakkumus tuleb vormistada täidetud tabelina (Lisa 6). Esitada eelnev tööde ajagraafik lähtudes töörežiimist 24/7. Koos hinnapakkumusega peab Pakkuja esitama järgmised dokumendid: Sertifikaat ISO 9001 Kaasatava personali arv Atesteeritud keevitajate loetelu  Keevitustehnoloogia atesteerimisprotokollide loetelu   (PQR)  Ohutussertifikaat (Safety Certificate Contractors)  Referents-leht (täidetud / analoogilised projektid) Tehnoloogilise kaardi näidis (tööde projekt) Tööohutuse, ohutustehnika ja keskkonnakaitse programm   Sertifikaadid: DIN EN ISO 3834-2, EN 1090, PED (surve all oleva seadmestiku direktiiv), ASME, AD 2000 HPO Purunematu kontrolli spetsialistide loetelu (НК)
Hanke kvalifitseerimistingimused	Pakkuja peab olema registreeritud Majandustegevuse registris (MTR) vastavatel tegevusliikidel; Alltöövõutifirmade teenuste kasutamisel peab pakkuja esitama alltöövõtufirmade loetelu, mis peavad samuti olema registreeritud Majandustegevuse registris (MTR). Pakkuja peab spetsialiseeruma metallkonstruktsioonide/toodete valmistamisel ja montaažil.
Hanke hindamiskriteeriumid	Maksumus Garantiitingimused
Lepingu täitmise tähtaeg	Utiliseerimiskatla 3КУ-126 kapitaalremondi kestvus moodustab 49 (nelikümmend üheksa) kalendripäeva Utiliseerimiskatla 3КУ-126 kapitaalremont on planeeritud 2027.a. märtsis-aprillis. Remonditööde täitmise aeg on märgitud selgituskirjas (Lisa 1).
Objektiga tutvumise aeg	21.09. kell 10:00 VKG OIL AS pääslas Keemia 1, Kohtla-Järve. 2 (kaks) päeva enne tutvumist on vaja registreeruda ülevaatusele, saates oma andmed e-mailile: [email protected] Vastavalt töötervishoiu ja tööohutuse nõuetele peab kõikidel külastajatel olema   kiiver, kaitseprillid ja vastav tööriietus ning tööjalatsid

-               Käesolev hinnapäring, sellele järgnev pakkumuste esitamine ega hanke läbiviimine ei kohusta VKG-d ühtegi pakkumust vastu võtma ega ühegi pakkujaga lepingut sõlmima.
-               VKG-l on õigus hanget igal ajal põhjendusi esitamata muuta või tühistada, ilma et sellega kaasneks kohustus mõni pakkumus vastu võtta või leping sõlmida. VKG ei kanna selliste otsustega seoses mingit vastutust, sealhulgas pakkujate poolt või nende nimel kantud kulude ja muude väljaminekute eest.
-               Pakkuja pakkumus on pakkujale siduv 30 kalendripäeva jooksul alates pakkumuse esitamise tähtpäevast. Selle aja jooksul ei ole pakkujal õigust pakkumust tagasi võtta ega selle tingimusi VKG eelneva nõusolekuta muuta.
-               VKG ei ole kohustatud sõlmima lepingut madalaima hinnaga pakkumuse esitanud pakkujaga ning võib pakkumuste hindamisel ja eduka pakkuja valimisel oma äranägemisel arvestada ka muid kriteeriume.
-               Pakkumuse koostamise kulud kannab pakkuja. Pakkuja kannab ise kõik kulud, mis on seotud hankes osalemise, pakkumuse koostamise ja esitamise ning pakkumuste hindamise muude etappidega. VKG ega tema esindajad või nõustajad ei ole ühelgi juhul kohustatud hüvitama pakkujale mis tahes hankes osalemisega seotud kulusid.
-               VKG hanke käigus tehtud otsused ja toimingud on lõplikud ning neid ei saa vaidlustada.

Technical description	The scope of work and division of responsibilities are described in the explanatory note (Appendix 1).   Replacement of the support beams for the SH1.1, SH1.2, SH2.1, and SH2.2 first- and second-stage superheater bundles;   Replacement of the headers, inlet piping, and outlet piping of the SH1.1, SH1.2, SH2.1, and SH2.2 first- and second-stage superheaters;   Replacement of the protective screen piping;   Reconstruction of the temperature monitoring system of the SH1.1 first-stage superheater support beams, including relocation of the thermocouples;   Replacement of the lower section of the waste heat boiler casing, including the hopper;   Arrangement and execution of the waste heat boiler hydrostatic pressure tests;   Preparation and handover of the waste heat boiler to the Kiwa inspector for inspection.

Bidding deadline	07.10.2026 The price quotation has to be presented in the form of a completed table (Appendix 6) A preliminary time schedule of work based on 24/7 operation has to be provided Along with the price quotation, the Offeror  has to provide the following documents: ISO 9001 Certificate Number of personnel involved List of qualified welders List of welding procedure qualification reports (PQR) Safety Certificate (Safety Certificate Contractors) Reference list (list of completed/similar projects) Sample of technological chart (work execution plan) Labour safety, safety and environmental program Certificates: DIN EN ISO 3834-2, EN 1090, PED (Pressure Equipment Directive), ASME, AD 2000 HPO List of nondestructive examination (NDI) specialists
Bidding qualification criterias	An offeror has to be registered in the Business Activity Register (MTR) for the relevant activities; If using a subcontractor, an offeror has to provide a list of subcontracting companies also registered in the Business Activity Register (MTR). An offeror has to specialize in the manufacture and assembly of metal structures/products.

Contract fulfillment date	The duration of the major overhaul of the 3KU-126 waste heat boiler shall be 49 (forty-nine) calendar days. Execution of the work of the major overhaul of 3КУ-126 is scheduled for March-April 2027. The timeframe for the repair work is specified in the explanatory note (Appendix 1).
Site visiting time details	21.09. at 10:00 in VKG OIL AS entrance building, Keemia 1, Kohtla-Järve, Estonia.  Two days before the familiarization it is necessary to register for the inspection by sending details to: [email protected] According to occupational health and safety requirements, all visitors must wear a safety helmet, safety glasses, appropriate work clothing, and safety footwear.

• This RfQ and subsequent submission of bids and the tender process does not obligate VKG to accept any of the bids or enter into any agreements with any of the bidders.

• Proposal preparation costs are borne by the Bidder. Bidders are solely responsible for their costs and expenses incurred in connection with participation in the tender, the preparation and submission of bids and all other stages of the evaluation process. Under no circumstance will the VKG or any of its representatives or advisers be liable for any costs or expenses borne by a bidder in this process.
