Scope of Procurement
The procurement covers the delivery, installation, commissioning, and documentation of a Process Automation System in alignment with PSK 4602 for the expansion of Xamk-managed Fiberlaboratory facilities.

Scope of Supply
Suppliers must deliver:
• Hardware, software, documentation
o DCS server & controller + necessary licenses
o Necessary electric cabinet for server & controller
o Control room monitors+computers
o Field cabinet for IO-connectivity
o System computers
o Fiber optic cables between systems enabling Process Automation System architecture when needed
• Installation materials
• Training sessions for Xamk personnel (operating + engineering)
• Warranty and lifecycle support plan
Application engineering and operation displays
The supplier must provide tested and verified templates/examples of each type of DCS application. Purchaser will be responsible for making the final application with interlockings and special functions as well as operator display engineering. Basic templates is needed for:
• Motor loops (direct and frequency controlled)
• On/Off valve loops
• Binary outputs/inputs
• Measurements
• Control loops
• User interface template
• User interface faceplate templates for control templates
FAT testing
Application FAT testing will be conducted in Supplier facilities according to schedule.
The supplier must provide installation plans, testing procedures (FAT, SAT), and commissioning documentation.
Installation and Commissioning
System and field cabinet installation is the responsibility of The Purchaser. The supplier if responsible for the final checking before electricity connection.

Field engineering
Xamk is responsible for for Field engineering and documentation from distributed IO-field cabinets onwards as well as instrumentation cabling and installation.
Training and Support
Supplier shall provide:
• User training for operators and maintenance staff (min 6 person)
o operation training
o application engineering training
• Documentation in Finnish or English
• Remote support options
Documentation Requirements
All procurement documentation must follow Xamk’s documentation standards:
• Supplier must use Xamk’s naming conventions and provide editable file formats
• Documents must support Xamk’s responsibility goals (traceability, openness)
Supplier Obligations
The supplier must:
• Fulfill all legal requirements (Finish procurement law, CE markings, EMC directives)
• Comply with Xamk sustainability goals (environmental efficiency, low emissions), see APP3. strategia_onepager_2024.pdf
• Cooperate with Xamk’s procurement and technical units
• Provide spare parts availability for at least 10 years
Buyer Obligations
Xamk (purchaser) must provide:
• Access to installation sites
• Technical background information
• Safety instructions and site rules
• Required internal approvals before procurement
Acceptance Criteria
Acceptance is granted upon:
• Successful FAT and SAT
• Completion of user training
• Correction of all deficiencies
Timeline
• Quotation 2 / 2026
• Contract signed 3 / 2026
• Completion of user training 6 / 2026
• FAT testing 10 / 2026
• System delivery in Savonlinna 12 / 2026
• Installation and commissioning 1 – 2 / 2027
