The contest is for awarding licences for commercial ferry operations between Oanes and Lauvvik in Rogaland.
This is a contest for awarding licences for commercial ferry operations between Lauvvik and Oanes in Rogaland. The contest must not therefore be seen as a procurement or a contest to award a contract. There is a free establishment right, and all operators can, as a starting point, operate ferries on the route as long as the operator fulfils the terms for a licence. Here it is a scarce commodity that limits how many can get a licence, as there is not room for more than one ferry operator. Only one licence is therefore acceptable.
As this is not a contract, the value must be set at zero, but is put as 1 in the notice form as the system does not permit a lower value.
