Short description

National Police Board of Finland is purchasing a Schengen Information System (SIS II) Communication Manager as ready-made (COTS) software for the Finnish Police. Moreover, procurement includes services by which the system is fitted and implemented to Finnish Police ICT infrastructure and taken into the production use. Procurement includes also support and maintenance services. SIS communication manager transfers Schengen information system`s messages between national SIS systems (N.SIS) and central SIS system (CS.SIS). The SIS Communication manager in N.SIS handles required logging in for the messages and it validates messages before sending to the CS.SIS. Communication manager has to support the Finnish N.SIS system and has to be fully compliant with EU-LISA`s ICD (Interface Control Document) and DTS (Detailed technical specifications) for non-national copy countries. After the SIS communication manager has been taken into production use, the supplier shall provide maintenance and support services providing the ready-made and tested update and upgrade versions including EU-LISA's ICD and DTS changes as well as national changes. The maintenance and support services shall also include application development, possible enhancement of the system, and ready-made software related to the system. The procured SIS communication manager should be taken into production use approximately during 2020, after which the supplier shall continue with maintaining the system. Notable is that changes in EU legislation (for example SIS 3/SIS II revisions, SIS2Afis) may affect roadmap and number of go-lives and schedules. The procurement will be implemented as a security procurement as per the Act on Public Contracts in Defence and Security (1531/2011, later “PUTU Act”). The fulfilment of the procurement is subject to funding. The funding will be confirmed on a yearly basis in the state budgetary procedure. The funding for the year 2019 is not confirmed yet. In case the funding is not granted, the Contracting Authority may interrupt the procurement procedure.
