DSS [the Norwegian Government Security and Service Organisation] must at all times have robust, flexible, well functioning and future oriented camera surveillance systems. For this purpose, including facilitating of modernisation and expansion of the system in line with the Government's needs over time, DSS [the Norwegian Government Security and Service Organisation] needs to enter into contracts for the procurement of surveillance cameras, peripheral equipment and other operational resources (“the Framework Agreement”) and assistance (“the Assistance Contract”), as well as with a joint superstructure contract (“the Superstructure Contract”). Combined, these contracts are also referred to as “the Contract”.
