(NorCross)
is a member of the world-wide Red Cross and Red Crescent Movement
(RCM)
, our international work is focused on humanitarian preparedness and response, and is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality
.
NorCross specializes in health in emergencies amongst which, Community Based Surveillance (CBS)
“the systematic detection and reporting of events of public health significance within a community by volunteer community members.”
is a strategic priority. CBS has demonstrated its potential to improve early case detection of infectious diseases, such as plague, diarrheal diseases and malaria.
CBS is a methodology that has been employed in previous infectious disease outbreaks in a variety of settings. RCM has previously implemented CBS in Haiti, Sierra Leone, Panama and Madagascar using a variety of off-the-shelf technologies.
However, the technologies utilized in previous response operations faced critical challenges:
Complexity – patching different off-the-shelf technologies together created an incoherent system that was not user friendly and didn’t meet all the functional requirements
Ownership – purchasing off-the-shelf solutions made hand over of licensing agreements difficult to local partners
Cost – the cost of licensing agreements was not sustainable
The objective of this technical review is to make a thorough assessment of technology choices thus far and assess if the current system architectu
re and technology choices is the best fit
to meet the needs of the system (
