The initiative with result based financing and follow-up (REFINO) shall give each participant individually adapted follow-up assistance that is necessary in order to get and / or keep ordinary paid work. The aim of the trial with result based financing of follow-up is to examine if a financing model involving payments of grants to the measure organisers that depends on a transition to employment and keeping the job for the participants, stimulates good result achievement as regards getting a job. The follow-up initiative with result based financing of follow-up consists of assistance to each participant to get and keep ordinary paid work. The subject content shall be based on methods that strengthen participants'own resources and possibilities for participation in ordinary working life. The initiative shall be individually adapted so that each participant has the best possible adapted offer based on their needs. After an introductory mapping, the content of the further follow-up shall be adapted to each individual's need for assistance in reaching the goal of getting work. Elements that can be included are: — guidance and advice on work participation, both for initiative participants and employers, — training in work related and social skills, — assistance with goal orientated job seeking, — necessary assistance to find a suitable place of work, — follow-up at the workplace in order to facilitate the transition to work and in order to keep the job, — assistance with adapting and facilitating work and the work situation, — assistance with practical assignments connected to work or implementation of the initiative Participants who have work on the application date shall have follow-up connected to this work. The initiative organiser shall, in dialogue with the participant and employer, assess what assistance / follow-up / facilitation ought to be implemented. If the current job is no longer suitable or if, for other reasons, is not appropriate to return to the current job, the follow-up must be carried out with a view to getting a new job. For participants without work on the application date, or who have a need for a new job, participation in the follow-up initiative with result based financing of the follow-up shall contribute to the participant seeing their possibilities in the labour market. Participants and employers shall be ensured necessary and sufficient follow-up both as regards job seeking and after employment in ordinary work. In the trial with result based financing of follow-up, payments of grants to the tenderer depend on the transition to work for participants. 80 percent of the financing is connected to the user being employed on ordinary wage and work terms. 20 percent of the financing is connected to financing of an introductory phase of mapping, in order to make a plan for further follow-up. Payment to the tenderer will be connected to the milestones in the implementation of the initiative. Completed mapping: 20 % of the offered price will be paid to the tenderer after the mapping phase has been completed for an initiative participant. Employment: 40 % of the offered price will be paid to the tenderer if the user is employed. Keeping a job: 40 % of the offered price will be paid to the tenderer if the user has been employed in ordinary working life, see the criteria details in the tender document. Participants shall receive the number of follow-up hours that are deemed necessary in order to reach the goal of getting and / or keeping work. The need for the number of follow-up hours can vary from participant to participant and the hours used shall be adapted to each person's needs. The tenderer must ensure that each participant's ongoing need for assistance is taken care of.
