The offer is given to both those who carry out the violence, vulnerable persons and children who live with violence in the family. The supplier must have knowledge-based competence on domestic violence problems and both individual consultations and group therapeutic treatment must be provided. In addition it is preferable if the supplier can offer guidance and teaching assignments internally in Asker municipality. It is a prerequisite that the supplier carries out the service in accordance with the current laws, regulations, standards and guidelines. The supplier will be responsible for the entire operation of the service and the professional work. The supplier is expected to have an annual account of the professional operation and auditor approved accounts. Expertise 70 30 The procured service must have high professional quality and it must be located within a reasonable distance to the municipality´s inhabitants. The municipality has clear guidelines that the services and measure must be based on evidence. In addition it is preferable that the supplier can and has the capacity to carry out a follow-up evaluation/report on the effect of the implemented measure. The municipality believes that there is only one supplier who can offer us such a service. The contracting authority therefore believes that a publication of an intention notice and signing a contract with the foundation ATV are within the rules, cf. the Public Procurement Regulations 30-6.
