The operation of the route makes up approx. 5875 km per annum. The contract period is 1.7.2018-30.6.2020, plus an option for an extension for 1 + 1 år. 37600000.00 Alta municipality. The award of contract is for a service contract for the provision of ferry services. The Contract is for the procurement of ferry services and operation of the route Mikkelsby — Kongshus (the Årøy connection) in Alta municipality. This route requires a specially adapted vessel as the quay installations are designed differently at the 2 ferry berths. The operation of the route makes up approx. 5 875 km. The Contract period is 1.7.2018-30.6.2020, plus an option for an extension for 1 + 1 år. The operator shall, at his own expense, install Shiplog in the vessel, through the contracting authority´s contract, for registering, amongst other things, vessels and passengers. The system automatically delivers deviation and traffic figures to the operator. The Contract is to be operated as a gross contract, i.e. the Contracting Authority keeps all income. The vessel and crew shall, at the operator´s expense, be profiled in accordance with the Contracting Authority´s profile programme, including colour/profile on vessels and uniforms. The operation must be in accordance with the Norwegian guidelines for shipping and remuneration and it must comply with universal design. Option for a contract extension for 1+1 year after the ordinary contract period. Any option that is to be taken up must be clarified by the Contracting Authority at the latest 3 months before the Contract expires. Pursuant to the Public Procurement Regulations § 13-4 letter b, no. 2 (technical reasons), Finnmark County announces its intention to enter into a contract with Altafjord Oppdrett AS for the provision of ferry services on the route Mikkelsby-Kongshus (the Årøy connection) without a prior competition. After a tender contest in 2014, Boreal Sjø was awarded a contract for the provision of fast boat services in Finnmark, including the Årøy connection. Before this, the Årøy connection was operated as a ferry route by Altafjord Oppdrett AS, with the vessel MF Skaget. According to the plan, the quay installations on the route are to be altered in order to adapt for fast boats with cars and MF Skaget is to be phased out. The start-up of the contract for the fast boat service was 1.1.2016, but, due to the existing quay conditions, ferry operations were temporarily continued on the Årøy connection. Before the start-up of the Contract for Boreal Sjø, a competition was held for the construction of ferry quays that are suitable for fast boats with cars on the Årøy connection. Due to problems that arose, the quay installations were not completed in time for the start-up of the contract for Boreal Sjø. In addition there have been other obstacles for phasing in fast boats on the connection. The County Council has, therefore, decided that the Årøy connection shall again be operated as a ferry route, in order to ensure reliable route operation on the connection for those who depend on using the Årøy connection. The ferry quays at Mikkelsby and Kongshus have different technical designs. Kongshus has a standard ferry quay system, whilst the ferry quay at Mikkelsby is not standard. It is, thus, necessary to use a special vessel on the connection, which is suitable for one type of quay at each end. It would be impossible to maintain the connection from Årøya to the mainland without a specially adapted vessel. Finnmark County is not aware of any other vessels than MF Skaget that are designed so that they are suitable for the two types of quay installations that exist on the Årøy connection, nor is the county aware of other shipping companies that would like to adapt a vessel to the specifications required for this connection.
