The contract will be signed after the appeals deadline, in accordance with the regulations. Helgeland Kraft AS and Nordlandsnett AS shall cooperate on a joint operations centre through a joint operations company that was estabished in 2018. Helgeland Kraft AS shall carry out the operational activity. There is, thus, a need to renew the current DMS system to a joint system for both companies. A new DMS system is a system that is vital and shall operate with/integrate with several other operational systems, such as NETBAS-NIS (Network Information System) and Siemens SCADA. A DMS system is entirely dependent on access to data from a NIS system. Both companies currently use Powel AS' NETBAS as their NIS system. A tender contest was held in autumn 2017 with negotiations after a prior notice for the procurement of a joint DMS. However, after an evaluation of the received tenders, the competition was cancelled due to the requirements not being fulfilled and a lack of competition. It was also apparent that there were technical barriers between the existing NIS system and third parties' DMS systems. DMS suppliers other than Powel AS depend on Powel AS being able to provide data from Netbas in a format that they can import. Powel AS do not support the delivery of the entire network form in CIM format from Netbas, and the export of the network form is a prerequisite for a functioning DMS system. It is possible to export the entire Netbas database, but information on the development of the database in Netbas is information that Powel will not share with others. This is seen as vital information for Powel AS. This makes it both technically and practically impossible for other suppliers to provide a functioning DMS system with Powel Netbas and the NIS.
