Pursuant to the PPR § 13-4 b) no. 2: The procurement is for services that only a specific supplier can provide as competition is impossible due to technical reasons. Background: In 2016 the municipality held a competition for a school administration system and procured Oppad. Oppad went bankrupt before the product was fully developed in the municipality, which means that it is urgent to get a new system in place that functions. The justification for the direct procurement: • The municipality would like the best possible interaction and synergy between schools, before-and-after-school care and PPT. We, therefore, require a system that has a joint digital platform for these functions and, which in addition, is ready for mobile PPT. Visma Flyt, is the only system that can deliver the compound system. • Nittedal municipality does not currently have the capacity to run all the trade applications itself. We would, thus, like to go over to cloud-based systems as much as possible. Visma, is the only supplier of a cloud-based system, which, in addition, connects the functions in the municipality that shall use the system (schools, before-and-after-school care and PPT). • Nittedal municipality is working towards joining DGI (Digitale Gardermoen IS). All owner municipalities have given their approval 1) to Nittedal municipality being taken up as the seventh owner in DGI and Nittedal municipality has decided in principle to join as a co-owner (ref. the municipal executive board´s decision in case 95/16 'Future ICT organisation'). The other 6 DGI municipalities use Visma Flyt Skole as their administration system and, as an owner in DGI, Nittedal will join an already existing contract between Visma Flyt School and DGI.
