The target group for the course is job seekers with an interest in and suitability for service and office work. The course shall give participants competence that qualifies for service and office jobs, with work tasks such as reception/switchboard, customer reception/service, support function/assistant assignments, secretary work and other simple office work. Competence shall be gained through theory teaching and work practice. The subject content shall be connected to the topics service, customer service and communication, practical office work, ICT, labour market knowledge and job applications. The course shall last 24 weeks. Call-offs could also be made for part-time courses for persons who, due to health reasons or other reasons, cannot participate or work full-time The length would then be 32 weeks. The aim is that a high percentage of the participants get relevant work after the course. The contract is for the period to 1.2.18 [or the date the contract is signed] to 31.12.19. The contracting authority (the Customer) has the option of an extension of the agreement until 31.12.2021. The procurement involves the establishment of a framework agreement. The Contracting Authority is planning to hold negotiations in this competition. The selection of tenderers for negotiations will be made in accordance with an assessment of the tenders, based on the award criteria (see the attached competition documentation). The Contracting Authority reserves the right to award the contract based on the first received tenders, without conducting negotiations. The choice of tender will be based on which tender has the best relationship between price and quality, cf. the award criteria. 2017/S 226-472152 1 The contract has not been award as the competition is cancelled. The reasons for this is that it has recently become clear that the requirement on electronic communication in public procurement applies for procurement with tender deadlines after 1.1.2018, regardless of when the procurement is published. I.e. we do not have permission to receive tender offers on paper, as is currently stated in the tender documentation in the announcement on Doffin.no In order to allow for electronic tender offer submission, we have been required to cancel the competition, and republish it via Mercell.no who provides NAV’s tender implementation tool. Soon there will be a notice on Mercell.no for the course service and office. The tender documentation Part 1 has been updated in accordance with the electronic communication requirements via the Mercell portal. Important changes are: 1. tender offers for the competition Service and Office (6.11.2017) must be submitted electronically via Mercell.no 2. the deadline for receipt of tenders is amended to 12.1.2018 (12:00).
