However the municipalities wishes the outsource the operation to the supplier. The municipalities are now planning to enter into an additional agreement for the with the software supplier Norkart. Contract award without a new tender contest is made, based on the Public Procurement Regulations § 28-1 c). The additional delivery includes the operation of Norkart's own software, and the operation service must be compatible with the current software. The participating municipalities have for several years used the software from Norkart, and major additional costs will occur if the municipalities chose to change the software supplier.
