The aim of the scheme for user controlled personal assistance is that the person who has a service need shall have a more independent life without assistance. User control is a means of contributing to better resource use, flexibility and quality assurance within the limits of the current laws and rules, the municipality's individual decisions and the contract. The user controlled personal assistance is granted pursuant to the Health and Social Services Act § 3-8, in order to cover practical and personal help for disabled persons who need assistance in daily life, both inside and outside home. The user can have the role of work manager, cf. the Service Concession Contract point 1.3 and will be responsible for organising the scheme. Within the limits stated in the municipality's decision on practical assistance, the user can, in principle, control who he/she will have as assistant(s), what the assistant(s) shall do, where and when the help shall be provided. The contracting authority has the formal responsibility for each decision. The user or work manager cannot, in accordance with service concession contract, be the employer or set-up a separate company that takes on the employer responsibility.
