The increasing rate of changes and the society's complexity give the transport sector challenges with predicting the future. The transport sector and Avinor are among the most important society developing institutions in Norway. They are responsible for developing infrastructure which shall exist for decades and with values of thousand million NOK. In order to make the best decisions and conduct realistic analyses, the departments are dependent on methods and tools which can handle great uncertainty, rate of changes, and complexity.
