The field work will mainly be carried out in the period 25 May — 14 July. 5400000.00 Nationwide. The contract is for the coordination of a contact network with bird observers for annual monitoring of terrestrial birds through a national assessment network, as well as carrying out bird assessments by data collection and reports via the internet to the national database that is at the Norwegian Institute for Nature Research. The work involves follow-up of a national network of 500 fixed assessment areas that were established in 2005-2013, with 85 % of the assessment areas being registered and reported in 2017, with a somewhat lower ambition level for 2018 and 2019 (roughly 75 %, but this shall be reviewed further in 2017). The field work will mainly be carried out in the period 25 May — 14 July. The counts will be carried out by counting birds for 5 minutes at each of a maximum of 20 counting points for each area. It is a prerequisite for the project that there is very large capacity to register birds over the whole of Norway (cf. 500 assessment areas) at the same time (25 May to 14 July). Each of the localities where birds shall be registered at a maximum of 20 counting points in the same visit, has a 14 day period in which the registrations can be made. Many of the assessment areas are difficult to access. All counting shall be carried out at the same time by people who have good competence in recognising birds by appearance and birdsong. With our knowledge of the market, the Norwegian Ornithological Society, with its network of bird observers distributed over the whole of Norway, is the only real actor who has sufficient competence and local knowledge to carry out the bird registrations. There is also a responsibility for training the observers so as to ensure uniform execution over the whole of Norway. Based on the above, we believe that this procurement can only be made at one supplier in the market.
