Estonian Railways Ltd invites you to take part of a Traffic Management Modernization Request for Information
The objective of the preliminary request:
This is a public request for information and its purpose is to support preparation of technical specifications as a part of the documentation needed for arranging public procurement. The author of the inquiry ensures that all parties potentially interested in the forthcoming public procurement will be equally treated and will have free access to information according to the general principles of public procurement. Participation in this query doesn’t give any advantage to any party that is going to be involved in the forthcoming public procurement. Public procurement for the design and construction is planned to carry out at least in spring 2017 after the collection and analysis of the
feedback from potentially interested parties. Procurement will be carried out via Estonian national electronic public procurement environment. Estonian Railways Ltd is planning to update the infrastructure in the western part of Harju County. The objective of the project is to reconstruct and modernize the CCS (Control, Command and Signalling) of the railway infrastructure owned by Estonian Railways Ltd and the accompanying technological solutions, thereby improving the continuity of operation of the CCS and other sub-systems, the level of safety and security and maximizing the efficiency and level of automation, on the operations and usage of the railway. The project also includes the launch of automated traffic management and automated timetables implementation of the below mentioned railway sections. Design and construction works are planned on the following railway sections:
Tallinn - Keila - Paldiski
Klooga – Klooga-Rand
Keila – Riisipere
The Contracting Entity (Estonian Railways Ltd) has described their main objectives and needs related to the planned traffic management system as follows and wishes to use this preliminary request to receive market feedback on the plausibility of the potential technical solutions and the difficulty of realizations. Market feedback is extremely important for the Contracting Entity in compiling the technical description for the procurement documents.
Estonian Railways Ltd will regard the feedback received as confidential information, it is not binding for either of the parties and does not put any obligations on them.

Raudtee AS kutsub Teid osalema Lääne-Harju informatsiooni päringus
Päringu teostamise vajaduse tausta kirjeldus:
Käesolev teabepäring on avalik ning selle eesmärk on riigihanke korraldamiseks tehnilise kirjelduse koostamine. Päringu teostaja tagab kavandatavas riigihankes potentsiaalsete huvitatud isikute võrdse kohtlemise ja vaba ligipääsule infole järgides kõiki riigihangete üldpõhimõtteid. Käesolevas päringus osalemine ei anna mistahes osalenud isikule mistahes eeliseid tulevases kavandatavas riigihankes. Projekteerimis-ehitustööde riigihange on kavas läbi viia 2017.a. kevadel pärast tehnilise
dialoogi eelpäringu läbiviimist ja selle käigus kogutud potentsiaalselt huvitatud isikute tagasiside analüüsimist. Riigihanke läbiviimine toimub riikliku elektroonilise riigihangete keskkonna vahendusel. AS Eesti Raudtee kavandab Lääne-Harju raudteeliinide liiklusjuhtimissüsteemi CCS (eng. Control, Command and Signalling) kaasajastamist. Projekti eesmärgiks on rekonstrueerida ja moderniseerida AS Eesti Raudtee valdusse kuuluva raudtee infrastruktuuri CCS-süsteemid ja sinna
juurde kuuluvad tehnoloogilised lahendused ning seeläbi tõsta liiklusjuhtimise ja muude tehnosüsteemide toimepidevu st, ohutuse ja turvalisuse taset ning muuta raudtee haldamine, sellel opereerimine ning kasutus maksimaalselt tõhusaks ja automatiseerituks. Projekti koosseisu kuulub ka automaatsete liiklusgraafikute ning automaatse liiklusjuhtimise kasutuselevõtt projekti piirkonnas. Projekteerimis-ehitustööd on kavas läbi viia järgmistel raudteelõikudel:
Tallinn – Keila – Paldiski
Klooga – Klooga-ranna
Keila – Riisipere
Tellija on alljärgnevalt kirjeldanud enda peamised eesmärgid ja vajadused kavandatavale liiklusjuhtimise süsteemile ning soovib käesoleva tehnilise dialoogi eelpäringuga saada turult tagasisidet võimalike tehniliste lahenduste realistlikkuse ja täitmise keerulisuse kohta. Turult saadav tagasiside on Tellijale äärmiselt oluline hankelepingu eseme tehnilise kirjelduse koostamisel. AS Eesti Raudtee käsitleb saadavat tagasisidet konfidentsiaalse informatsioonina, see ei ole kummalegi poolele siduv ega millekski kohustav.
