The procurement is for the extension of 9 contracts with 9 different transporters for the hire of minibuses to cover the need for facilitated school transport, based on joint tender documentation published in 2011. The County Council in Vestfold approved, 15.12.2016, new requirements for VKT for the procurement of transport services. The requirement was that ‘zero emissions shall be the governing criterium for future tenders for the county's contract with VKT’. The planned tender contest was based on short term contracts with simple requirements for the environment based on the county council's decision on 10.12.2015, which set requirements for ‘climate neutral school transport addition to buses by 2025’. Based on the county council's new decision, VKT has chosen to postpone the announcement of a new competition to meet the requirement for zero emissions, as the county council's decision is largely forced and built up on the realisation of national and local targets for reduced climate emissions. VKT believes that it will be challenging to hold a competition with stricter requirements for climate emissions in the short period before the contract state date 1.8.2017, in particular as regards the procurement of appropriate material. VKT wants to extend the current contracts by 85 school days until 31.12. 2017.
