The Directorate of Cultural Heritage intends to enter into a contract with the current supplier in order to signed a renewed ELA contract (Enterprise Licence Agreement) for ESRI products, as well as Geodata's self-developed systems in the national cultural memorial database, Askeladden, and in the distribution system for maps through ArcGIS Online and in desktop systems for map production. The Directorate of Cultural Heritage deems that Geodata AS is the only relevant supplier in the market (c.f. FOA § 13-4 b) No 2) for licences and maintenance services connected to the Directorate of Cultural Heritage's ESRI-platform. There is a need to sign a new equivalent contract as the Directorate of Cultural Heritage's existing licence contract for Geodata's products and ESRI products is about to expire. The Directorate of Cultural Heritage believes it is not possible or appropriate to replace the entire current ESRI platform with other software and other products as per today. Geodata AS is the sole supplier of ESRI products in Norway, and the Directorate of Cultural Heritage has no knowledge of other companies who can deliver the necessary software licences and offer support and maintenance of these in a scope that completely covers the Directorate of Cultural Heritage's requirements and needs. The Directorate of Cultural Heritage deems, therefore, that there is an opportunity to apply directly to Geodata AS without a prior notice/contest, and then to announce the intention to enter into a framework agreement on Doffin and TED in accordance with the Public Procurement Regulations § 18-3a (intention notice).
