Background — about klimagassregnskap.no

The Directorate of Public Construction and Property has, through several years of R&D activity, developed a methodology and a tool for calculating climate gas, which is available via the website and calculation model klimagassregnskap.no (hereafter KGR). The basic idea was to identify the largest sources of climate gas emissions through the lifecycle of a building and thereafter show ways of reducing the emissions. The tool was developed in cooperation with Civitas, who has been the project manager and main developer, as well as Numerika, who has programmed the calculation model as it currently appears on the website.

The KGR is currently used as a communication tool and analysis tool during the planning and engineering of construction projects. The calculation results are an indication of the project's climate gas footprint and climate efficiency. Five versions of the calculation model have been launched, which now also include interface with BIM and IFC models. It is currently an open and freely available tool for everyone and it has established itself as the most used calculation model for construction projects. KGR is currently used by programmers such as FutureBuilt and Framtidens Bygg. Apart from the Directorate of Public Construction and Property, other major actors in the construction industry that also use the model are the Norwegian Defence Estates Agency, Entra eiendom, Rom eiendom, Oslo municipality, Trondheim municipality, Bergen municipality and a number of other municipalities as well as consultant engineering companies such as Asplan Viak, Cowi, Skanska, NCC etc. Standardisation work is being carried out for climate gas calculations for buildings, in Standard Norge, and climate gas calculations are given points in the branded/certification scheme BREEAM.

The R&D work for KGR is now deemed to be finished. The Directorate of Public Construction and Property would therefore like to transfer the project from R&D activity to ordinary operation. This means that the model must be lifted to a more commercial interface with support system.

About the supplier conference

The Directorate of Public Construction and Property invites suppliers to a supplier conference before the procurement of a new supplier for KGR, in order to have a dialogue with possible tenderers of a new system. The Directorate of Public Construction and Property will present the tool as it is currently used and will answer any questions at the conference.

The conference will be held at the Directorate of Public Construction and Property's head office in the centre of Oslo (Biskop Gunnerus'gate 6 / Byporten), Monday 31/10/16, 09-1130. Participation requires prior registration by Monday 24/10. There could be bilateral meetings instead of a conference. Contact us if you would like to participate, but the date is not suitable.

About the procurement — the most important requirement for the new supplier

o Convert the current system to a modern IT platform with standardised system and work processes, with a minimum of adaptations. The new system ought to be able to take care of the history, i.e. the existing data and calculations that were made in the old system.

o Maintain the current functionality for climate gas calculations. It ought to be easy to expand the system with new functionality in the future.

o Make the tool more user friendly

o Ensure a consistent and correct data basis that can be easily updated, in accordance with established and certified LCA methodology (the GHG protocol), standards and regulations (TEK).

The further procurement process

The conference (possibly bilateral meetings) will help to form the basis for the further procurement process. The Directorate of Public Construction and Property envisages a restricted tender contest with negotiations. This involves a prequalification of possible tenderers. We aim to sign a contract with a new tenderer during spring 2017.
