Short description

The Norwegian Defence Estates Agency is an administrative body under the Ministry of Defence. The Norwegian Defence Estates Agency is 1 of Norway's biggest property representatives, and the total supplier of property services to The Norwegian Armed Forces. The Norwegian Defence Estates Agency has been given the task of constructing a new base for fighter jets in Norway. In short, this assignment involves:

‘A main base for fighter jets shall be established at Ørland, and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’

Forsvarsdepartementet (The Ministry of Defence) has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

The assignment includes i.a. to procure increased quarters capacity for officers. In relation to the ongoing restructuring in The Norwegian Air Force, there is already an increased number of officers at Ørland. The total future need is not clarified, as reviews are still taking place in regard to The Norwegian Air Force's organisation and operations.

The quarters shall be built at Ørland Main Air Station, east of the existing main quarters. This area is dedicated for the new officers quarters. Construction phase 1 is already under construction and comprises 50 quarters in a 3 floor officers barracks. Construction phase 2 will be built so that it covers the yard toward construction phase 1 with an outdoor area that will provide protection from weather and wind. The project includes completion of the outdoor area.

All 70 quarter in phase 2 shall be planned as bed-sits without bed recess, type 3b in accordance with The Norwegian Armed Forces' residence directive. 12 of the quarters, equivalent to 10 % of the quarters in phase 1+2 shall be adapted to UU requirements.

The project is solved with 2 officers quarters over 2 floors with a loft, without basement. The 2 buildings are bound together with a common building, where joint functions will be established for both of the officers quarters. The 2 planned quarters are labelled respectively officers quarters N (BKN) and officers quarters O (BKO).

Emphasis is placed on standardised solutions and reuse of solutions from construction phase 1.

It is planned to establish a lift in BKO that will provide necessary access to the 2nd floor in all of the buildings (BKN, BKO and the common building). The quarter that satisfy the UU requirement are located in BKO.

The following joint functions will be established in the common building:

Living room with shared kitchen;

Shared HCWC;

Cleaning centre with toilets and changing rooms;

Common wash room/drying room/ironing room;

Storage for clean clothes/linen;

Dirty clothes storage.

The area in the lofts of BKO and BKN will be utilised for technical room, drying for PBU and sheds for civil/military effects.

The solutions are selected with emphasis on effective area utilisation and as far as possible facilitation for industrial production with element installation at the construction site. This gives shorter construction time and good quality control in the production phase.

Passive house is the presumed energy classification with hotel category as the basis for the calculations.

The Norwegian Defence Estates Agency has chosen the contract form of Turnkey Contract. The contact will be regulated by The Norwegian Defence Estates Agency's contract terms based on NS 8407. In the contract there will i.a. be limits to a maximum of 2 links of sub-contractors under the main contractor. Barracks with associated services will be delivered by an external tenderer with whom The Norwegian Defence Estates Agency has an agreement. To the extent that the Contractor has need of such services, he will be decreed to use this. The Contractor must be prepared to receive some transferred contracts. This will be further discussed in the tender documentation.

The project shall be carried out in a military area. All employees that shall be on the construction site should be authorised at level: Limited.

The tender period is planned for October/November 2016, signing of the contract in January 2017 and start of the contractual works in February 2017 and completion in the 1st quarter of 2018.
