INVITATION TO TENDER

The Marine Research Centre of the Finnish Environment Institute invites tenders for a dissolved inorganic carbon (DIC) analyzer, which can be used in laboratory and is transportable for research vessels and field stations. In this invitation to tender, the instrument is referred to as DIC analyzer.

INFORMATION ABOUT THE INSTITUTE

The Finnish Environment Institute (also known as SYKE, after the Institute's Finnish acronym) is both a research institute, and a centre for environmental expertise. SYKE's research focuses on changes in the environment, and seeks ways to control these changes. Our expertise is based on long-term environmental monitoring, wide-ranging research results, and the Institute's highly-qualified staff.

Marine Research Center at SYKE (SYKE MRC) aims at producing information and new solutions that help decision-makers to promote the protection and sustainable use of the Baltic Sea. SYKE MRC integrates a wide spectrum of marine research, catchment research, climate change research and socioeconomic research. Multidisciplinary research makes use of observations, experimental research, numerical models, prognoses and socio-economic studies. SYKE MRC coordinates Finnish Marine Research Infrastructure (FINMARI) combining all major components of the Finnish marine research community.

PROCUREMENT NOTICE

This invitation to tender and related notice has been published 11.7. 2016 in the Finnish public procurement register web portal HILMA (www.hankintailmoitukset.fi).

INSTRUMENT TO BE PROVIDED

The instrument needs to be usable in detecting DIC in discrete samples of natural waters using infrared detection. DIC analyzer will be used in laboratory but it need to be easily transportable to research vessel or field station. We require that the instrument has fast response time and the DIC can be analyzed from small sample volumes. The instrument provided need to be a complete system, i.e. include detector, PC, software and all basic accessories needed for a typical DIC analysis. Instrument is mainly used to determine in-water DIC concentrations as needed to support primary production measurements and sea-air carbon flux measurements.

THE MINIMUM TECHNICAL REQUIREMENTS FOR THE INSTRUMENT (1-13)

1.Instrument need to be based on solid state infrared CO2 detection based on Licor technology (LI7000 or better), high precision dosing of reagents, mass flow control device, CO2 stripping reactor, cooling system to remove moisture, and all components required for data acquisition.

2.Carrier gas need to be N2, roughly at 1 atm. Carrier gas need to be controlled accurately using mass-flow-controller

3.Precision for surface water samples need to be <0.1% or better. Instrument should be drift free.

4.Analytical range should cover 0.2-20 mM

5.Instrument need to allow fast rate of analysis, less than 5 minutes per analysis.

6.Analysis should be possible from small water volumes, max 1.5 mL

7.Sample salt or H2S contents may not interference on analysis

8.Instrument must be easily transportable

9.Instrument must include all components (hardware and software) needed for analysis

10.The guarantee period shall be 12 months at the minimum. The guarantee must cover also spare parts and possible transport costs.

11.Technical support for the instrument, including the availability of spare parts, must be guaranteed for 7 years from the purchase.

12.There must be a clearly documented evidence of the full in situ functionality of the instrument in the Baltic Sea, or similar coastal sea areas at least for period of 5 years.

13.The price for the instrument should not exceed 60 000 EUR, with delivery time max. 3 months from the order.

MINIMUM REQUIREMENTS FOR THE TENDERERS (14-16)

Economic and financial capacity

14.The tenderer has fulfilled obligations relating to the payment of social security contributions, taxes and pension insurance contributions if required by his national legislation.

15.The tenderer is registered in all public registers, such as trade register, preliminary tax register, employer register and VAT register, if required by his national legislation.

Technical and professional capacity

16.Minimum of three references of the instruments of the similar type as requested here. The manufacturer must be able to provide a reference list of the previously delivered instruments which fulfills the minimum requirements of this invitation to tender. Such evidence does not need to be included in the offer, but may be requested by SYKE in case there exists doubt in the technical performance.

REQUIREMENTS FOR THE OFFER (17-26)

17.Cost of basic instrument setup and related software (VAT 0%) fulfilling the minimum requirements, accompanied with the documentation that fully describes the proven technical performance of the instrument (i.e. explicitly specify how instrument meet the minimum technical requirements given in 1-13). The technical details of the instrument need to be given with the accuracy required to compare offers in accordance with award criteria 2 (Technical quality of instrument ).

18.Estimate of annual running costs (assume constant use) (VAT 0%).

19.Estimated cost of spare parts required within the first three year period (assume constant use) (VAT 0%).

20.Estimated annual service costs (VAT 0%).

21.Estimated costs for delivery, duties and insurances.

22.Specifications of the maintenance, service and availability of technical support and availability of spare parts in future. with the accuracy required to compare offers in accordance with award criteria 4 (Maintenance, service and availability of technical support)

23.A reference list of the instruments in use of the similar type as offered here.

24.Delivery time.

25.Information on guarantee.

26.The tendered must include in the offer the following certificates to determine the eligibility for the tenderer:

•certificate of paid taxes and social security contributions

•certificate from the pension insurance company on paid pension insurance contributions

•extract from the Register of Companies and certificates of the registration to preliminary tax register, employer register and VAT register

If the tenderer for whatever reason cannot include such certificates in the offer, he must provide adequate information, why he was not able to provide the certificates, and that he has fulfilled all legal obligations required by his national legislation.

The offers should be in effect until the end of November 2016. The upper limit for the offer is EUR 60000 (VAT 0%).

TERMS AND CONDITIONS

General Terms of Public Procurement in Supply Contract (JYSE 2014 SUPPLIES, appendix 1) shall be applied.

Title and all risk of loss or damage to the instrument shall pass from the tenderer to SYKE when the instrument shall be received and unloaded on the basis of DDP (INCOTERMS 2010) Destination of delivery is Helsinki.

Detailed terms and conditions of the delivery will be agreed between Finnish Environment Institute and the supplier in the procurement agreement.

Terms of payment: Payments shall be paid against an invoice. If not otherwise agreed, the invoice shall be due for payment twenty-one (21) days from the arrival of an acceptable invoice.

The guarantee period shall be at minimum 12 months, if not otherwise agreed. The guarantee period shall begin from the day on which SYKE has received and accepted the instrument.

All the technical manuals and software needed to operate the instrument must be provided at the time of delivery.

AWARD CRITERIA

Only the tenderers meeting the requirements set for the instrument, the tenderer and the offer will be evaluated.

The most economically advantageous tender will be selected based on the price and quality award criteria specified below:

1.Price (50% of total points). The upper limit for modified instrument setup (incl. software and delivery) shall not exceed EUR 60000 (VAT 0%)

Points calculated as: 50 × [lowest price offered]/[price of the instrument]

2.Technical quality of instrument (above the minimum requirements) regarding precision, rate of analysis, transportability (30% of total points)

3.Delivery time of instrument (10% of total points)

4.Maintenance and availability of technical support (10% of total points)

PUBLIC ACCESS TO TENDER DOCUMENTS

The procurement documents are public according to the Act on the Openness of Government Activities. Therefore the offers should not contain any trade secrets. If it is necessary to include any trade secrets in the tender, these must be explicitly noted. The total price of the tender cannot be a trade secret.

DECISION

Finnish Environment Institute retains the right to decline a tender if the minimum requirements set for the instrument are not fulfilled, if the total price is higher than 60000 EUR (VAT 0%), if the tender arrives after the deadline, if the tender does not include required documentation or if the tender does not otherwise correspond to this invitation to tender. Finnish Environment Institute retains the right to decline all offers. The procurement may include only part of the items included in the offer.

Offers delivered in time will be compared according to Finnish legislation of public procurements.

Decision of purchase will be made before end of November 2016. The decision will be made known to all suppliers who have provided a valid tender.
