Short description

On behalf of the collaborating municipalities, Nedre Eiker, Røyken, Sande, Svelvik and Drammen (health, social services and welfare), henceforth referred to as the collaborating municipalities, tenderers are invited to a market conference for the presentation of warning systems with the accompanying equipment and services. The warning systems shall be used as patient warning systems between the user/patient, nurse/carer in nursing homes, children's homes etc. Contact is wanted both with suppliers who have patient warning systems and suppliers who have warning systems for other purposes that can be transferred to this use.

The collaborating municipalities' aim of the conference is to map what exists in the market for warning systems. The warning systems that are presented shall be future orientated, innovative and sustainable. Suppliers who register must have systems that have been tested and they must be able to refer to references who already have the system in operation.

The warning system shall have an open standard that enables other applications. This is in accordance with the Directorate of Health's recommendations for architecture, which means that suppliers ought to be Continua certified and shall follow the Norm for Information Security.

The collaborating municipalities currently have a joint supplier of ICT, Drammen regionenes IKT (D-IKT). The municipalities — except Nedre Eiker — currently use the following trade programmes within health and social services: Tieto Gerica and Sosio with Life Care Mobilpleie, which has mobile access to the trade system. Nedre Eiker uses: Visma Omsorg Profil.

The collaborating municipalities would like to have the following highlighted in the market conference:

The suppliers' competence within project management.

How the greatest possible running time can be ensured, which measuring methods will be used.

Licence model.

How an open standard for patient signalling systems will enable existing or future welfare technological systems to connect to the signalling system.

What options there are for employees/technicians in the municipality being able to maintain the system, add new applications etc. (low interface).

Option for mobile units with an option for 2-way communication.

Option for tracing inside and outside.

Option for personnel being able to call for assistance from other personnel in prioritised order. I.e. it must be possible to programme that the call for assistance first goes to the person who is in the department, then to the next department etc. There must also be an option to alarm other personnel, also from the mobile unit.

Option for integration with access control.

Future platform for technology that can communicate with a responses centre and other systems.

Service contract (service and delivery contract).

Lifetime of future orientated patient systems.

Hire or own the warning system.

The date of the market conference is Wednesday 15.6.2016.

The conference shall be held in Norwegian.
