At IGN, we have recently obtained funding from the Villum foundation for the research project entitled ‘Extreme resolution Raman-AFM bio-imaging of wood under decay — learning wood protection from trees’, which will run 2016-2019. A central part of this project is the acquisition of a confocal Raman microscope. The price of the instrument is more than 200 000 EUR. The Raman Microscope is procured for the Department of Geosciences and Natural Resource Management (IGN), Section for Forest, Nature and Biomass to be used within Biomass Science for research and PhD level education. According to the Directive 2014/24/EU of the European Parliament and of the Council, Article 32.2, point b, the University of Copenhagen believes that the wood samples to be studied in the present project exhibit strong auto-fluorescence when subjected to laser light as in a Raman instrument, and this fluorescence signal masks/overlaps the Raman signal. In order to diminish the impact of fluorescence, it is crucial to achieve the highest possible confocality within the microscope. Only by highly advanced fiber based optics, as provided by WITec, can this be ensured and allow for high quality spectra to be obtained from measurements of wood samples even in the dry state. Additionally, WITec offers optimized spectrometers for each specific wavelength, which gives maximum spectral resolution. The modular hardware design of the instrument makes it possible to have the instrument designed exactly for the purpose at hand, and to change or add to the configuration at a later time point in case future research ideas require alternate set-ups, thus making it a perfect choice for a dynamic research environment. With regards to the instrument software, WITec offers possibilities not achieved by other producers including for example detailed spectral analysis during measurements. This is important as large Raman maps are characterized by long acquisition times and therefore pre-checking of the spectra via online analysis dramatically facilitates the measurement procedure. When it comes to data handling, analysis and visualization WITec offers the most powerful software package on the market. This is particularly crucial as Raman imaging data sets are big and spectra often need to be de-convoluted in order to extract relevant information. The software provided by WITec offers state-of-the art univariate and multivariate data analysis and furthermore supports easy export of the data into other types of software as for example Matlab. 2015-08-31 WITec Ulm 245000.00 Klagenævnet for udbud Dahlerups Pakhus, Langelinie Allé 17 København Ø 2100 +45 35291000 klfu@erst.dk http://www.klfu.dk A complaint against the contracting entity who, in accordance with the Directive 2014/24/EU of the European Parliament and of the Council, Article 32, has decided to award a contract without prior publication of a contract notice in the Official Journal of the European Union must in accordance with the Danish Act on Enforcement of Procurement Rules, etc. § 7, para. 3, be filed to the Danish Public Procurement Appeal Board within 30 calendar days from the day following the day on which a contract notice is published in the Official Journal of the European Union. The Danish Act on Enforcement of Procurement Rules, etc. defines in § 2, para. 2, point 1, a standstill period of 10 calendar days from the day after the date on which the voluntary ex ante transparency notice is published in the Official Journal of the European Union. Latest at the same time as a complaint is lodged to the Danish Public Procurement Appeal Board, the appellant shall in writing inform the contracting entity about the lodging of a complaint to the Danish Public Procurement Appeal Board, and whether the complaint has been submitted in the stand still period. In cases where the complaint is not submitted in the stand still period, the appellant must specify any suspensive effect of the complaint according to The Danish Act on Enforcement of Procurement Rules § 12, Para. 1.
