Short description

The aim of the procurement is to establish a framework agreement and maintenance contract with the accompanying IT services with a tenderer for a 4 year period from 2017. The tenderer must, in addition to being able to deliver equipment, software and the accompanying services, also take on the role of system integrator. This means that all the offered products and infrastructure systems shall interact with the existing IT infrastructure. The work connected with this is called ‘qualification’ in this contract and is included as a part of the delivery. The tenderer could also have to take on the maintenance responsibility for the existing IT infrastructure and systems.

There is also a requirement in the enquiry that the tenderer is responsible for the hire of a computer hall as well as services connected to the establishment and operation of a disruption system for the department's central IT systems at a 2nd operational place in a disruption situation.

In addition the tenderer must have the necessary stand-by to be able to establish and operate the Customs' disruption system at times of serious disruption to operations.

The assignment comprises:

— Equipment, software and/or other services in the form of individual call-offs or IT infrastructure systems

— Maintenance services from the tenderer for the Contracting Authority, regulated in a separate maintenance contract

— Stand-by and responsibility for the establishment and operation of the Custom's disruption system.

Framework and maintenance contract for equipment and software placed in the Customs Directorate and all the customs regions (Customs Region Oslo and Akershus, Customs Region South Norway, Customs Region West Norway, Customs Region East Norway, Customs Region Mid Norway and Customs Region North Norway). Tenderers must therefore be able to offer a nationwide service apparatus.

The framework agreement shall include the tenderer's product offer at defined and agreed terms and IT infrastructure systems based on the tenderer's product offer.

The framework agreement does not involve any purchasing obligation for the Contracting Authority or any unilateral right for the tenderer to deliver to the Contracting Authority within what the Framework Agreement covers.

The maintenance contract includes maintenance of the Contracting Authority's existing equipment and software, as well as new equipment and new software from call-offs on the Framework Agreement.
