Short description

The Norwegian Labour and Welfare Administration, henceforth referred to as NAV, shall procure various system software for central and distributed operating platforms. Several of NAV's central applications, including Infotrygd, are run on IBM System z, whilst other applications are run on distributed platforms. In this connection system software is to be understood as software that is used for the management, development and administration of this environment. The professional systems are not included in the contract.

The current system software is provided by several suppliers. The operative system z/OS is provided by IBM. In 2016 several independent procurements will be made for central and distributed operational platforms.

This procurement is for software with the accompanying services for the middleware area — with the accompanying security and monitoring.

NAV will require software that covers the following functionality, amongst others:

— Development and execution of processes;

— Development and execution of services;

— Exchange of messages;

— Monitoring of system resources and applications.

We currently have the following products that cover the need:

— IBM WebSphere Application Server Network Deployment;

— IBM WebSphere Application Server;

— IBM WebSphere Application Server Liberty Core;

— IBM Process Server Advanced;

— IBM Integration Designer;

— IBM WebSphere Service Registry and Repository;

— IBM WebSphere MQ Advanced;

— Smartcloud Application Performance Management;

— Smartcloud Application Performance Management non prod;

— DB2 Connect Application Server Edition;

— DB2 Connect Unlimited Edition for System z;

— IBM Rational Developer for the Enterprise per Floating User Single Install for System z;

— IBM Rational Software Architect Designer for WebSphere;

— IBM Security AppScan Standard;

— IBM Process Center Advanced;

— IBM Process Designer Per Authorized User;

— IBM Content Manager OnDemand (authorized user).

These products closely interact and ensure that NAV currently has a stable and secure middleware platform that provides the performance and capacity NAV requires.

NAV would like to prequalify tenderers who can give an offer for the branded products mentioned above or equivalent. ‘Or equivalent’ means that the product has equivalent functionality as the concrete branded product, as well as it covering equivalent needs for the Contracting Authority, including being able to be seamlessly integrated into the Contracting Authority's current system and ICT infrastructure.

The entire wanted area must be covered, i.e. sub tenderers are not allowed.

Tenderers shall be able to implement, integrate, maintain and further develop the offered systems.

Further specifications of the functional requirements will be in the tender documentation.
