Naustdal municipality, henceforth referred to as the Contracting Authority, shall initiate the development of a future oriented broadband network in the school area in Vevring.
The Contracting Authority will in this connection provide a compensation in order to develop the broadband in and surrounding Vevring School. This is therefore a service concession contract where the developer will receive a subsidy for developing broadband and given the right to operate and use the service (cf. the definition given in the Public Procurement Regulations § 4-1, first paragraph letter e).
The service provider must carry the expenses in connection with establishment and management of the service. Incomes shall be secured through commercial employment of the service, usually through the end user's subscription of the service.
