Short description

The aim of Competence for Quality — Strategy for post and further education 2012-2015 is to strengthen pupils' learning and motivation in basic education by increasing teachers' competence. The teachers' subject, subject didatic and educational competence shall be further developed by providing a target orientated and nationwide offer of further education. The strategy period has been extended by 1 year, i.e. for the study year 2015-2016.

In the study year 2014-2015, teachers can choose whether they will apply for further education through the temporary staff scheme, or a newly established grant scheme. In the temporary staff scheme teachers are released from parts of their ordinary work tasks so that they can study, by a government grant for the temporary staff costs. In the grant scheme, teachers who take further education get a grant of NOK 100 000. The grant can be used by the teachers for living costs if they take leave without pay or as extra income if they choose to study in their spare time. The teachers can apply to participate either at one of the further education offers that have been established especially for the strategy, or at other ordinary places of study at universities and university colleges.

Approx. 3 660 teachers received an offer to participate in these further education schemes in the study year 2014-2015, of which approx. 2 700 in the temporary staff scheme and approx. 960 in the grant scheme. 118 study offers have been established especially for the strategy. Approx. 2 600 teachers are participating in these offers. A further increase is expected in the number of participants in 2015-2016 and approx. 50 new study offers. The target figure for the next study year is 5 050 participants in total.

Annual participant surveys have been carried out in the strategy period in order to evaluate and ensure the quality of the further eduction offers at a national level. The survey also provides detailed information to the institutions that offer further education that has been established especially for the strategy.

The assignment is for participant surveys for the study years 2014-2015 and 2015-2016. I 2015 the participant survey shall also include an evaluation of the grant scheme. The main target group for the participant survey is teachers who have received an offer for the temporary staff or grant scheme to take further education.
