The Norwegian polic would like to modernise and integrate biometric systems in an ABIS (Automatic Biometric Identification System). The decision has been made to procure an AFIS (Automatic Fingerprint Identification System) and register for storing personal information, but a process to procure several biometric systems is under review.
Based on this, qualified suppliers will be asked to submit tenders for the following options that can be integrated in the ABIS together with the AFIS:
1. 2D photo and face recognition (2 years).
2. 3D photo and face recognition (non-exclusive option 2 years).
3. Storage of photos and fingerprints for Norwegian passports (2 years). Subject to the legal basis for storing fingerprints in passports being present.
The options are limited to 2 years. The contracting authority does not need to take up the options.
If the contracting authority would like to procure the non-exclusive option, the contracting authority does not need to procure the option from the supplier. Another important reason to replace the existing system is that it does not fulfil the technical, quality and functional requirements for a Prüm-system.
