The Town Environment Department is responsible for the development, administration and operation of Oslo municipality's sports centres. The sports centres include, amongst other things, ice rinks, outdoor artificial ice rinks, sports halls, sports parks with changing rooms/club house, several stadiums, regional installations and a national installation. The Town Environment Centre is responsible for the management and operation of 11 freezer plants for 12 sports centres.
In addition to these 11 freezer plants, more freezer plants can be added during the framework agreement's period/validity if the Town Environment Department decides to construct new artificial ice rinks/ice rinks, or if the management responsibility for existing municipal/private freezer plants is transferred to the Town Environment Department.
If new plants have a guarantee form that requires that the freezer plant must/shall be run by the supplier who has delivered the freezer plant in the guarantee period, the supplier cannot demand that this freezer plant shall be covered by the framework agreement in the guarantee period.
If the Town Environment Department closes down, removes, winds down or transfers existing freezer plants to private sports clubs, other municipal or government departments/entities, the contract for this/these plants can be taken out of the framework agreement without the agreement being affected.
Duty telephone scheme 24/7.
The Town Environment Department can, at times, require immediate/quick help for assistance in the event of unforeseen operational stoppages/operational deviations. Service providers must, therefore, be able to offer a duty telephone scheme so that help can be quickly summoned 24 hours a day on weekdays, Saturdays, Sundays and public holidays.
