The purpose of this radio procurement is to have an agreement so that digital radio communication can be used in safety or emergency response situations, or to make the daily work easier. Radio communications are established or shall be established at a variety of remote stations.

The procurement shall contribute to fulfilling the Ministry of Foreign Affair's security targets with particular focus on personnel's security.

The Section for Security and Stand-by aims to allow all employees in foreign service to communicate with the world at large regardless of where they are in the world and under which conditions they are in. In order to ensure this, the Ministry of Foreign Affairs has implemented the use of satellite telephones, mobile satellite aerials for data transmission, local VHF/UHF radio communication and GSM/satellite based tracing technology.

Radios contribute to a predictable service production for the Ministry of Foreign Affair's servicemen under difficult conditions.

Radio communication is used first and foremost as emergency communication, but is also used in daily operations at some of the foreign embassies.

The radios must be able to make emergency calls directly to the Ministry of Foreign Affairs (Utenriksdepartementet).

In addition to establishing new solution, a maintenance agreement shall be established for the communications which will be established and the already established communications. Some of these are still analogue.

Use of radios in crisis or large events is also being assessed by the Ministry of Foreign Affairs (Utenriksdepartementet) in Oslo. This will be an option in the agreement. One sees then for themselves that they are connected to an established network in down town Oslo.

2 international standards have been adopted for digital radio, these are Digital Mobile Radio (DMR) and Terrestial Trunked Radio(Tetra).

A DMR system shall be provided for the outstations.

For the option for the delivery in Oslo, the contracting authority would like to join an established communication, which can be either DMR or Tetra.

The service provider must, regardless, be able to provide both standards so that local tetra installations can be established if needed.
