Short description

The government will develop the state and public sector through better control and management. In order to achieve this the government will:

— Control less details and set clear aims for government departments' work.

— Give more trust to managers and employees in government administration. With more trust, increased freedom and responsibility for results, the government departments shall be better at solving their assignments.

— Strengthen strategic ICT competence so that the entities use ICT to solve the assignments in a simpler way and provide better services for inhabitants and businesses.

— Ensure better interaction across the administration so that inhabitantsa get the best possible offer.

— Ensure a better decision basis for government reforms and measures.

The Ministry of Local Government and Modernisation has, in cooperation with the Ministry of Finance, Difi and DFØ, amongst others, initiated a programme for better control and management in the state with initiatives within each of these areas. The programme is organised with a general coordination group that shall ensure that all the started and intended projects contribute to realising the programme's vision, and a programme management that ensures good, overall coordination. In addition a programme office has been established that shall cooperate with the programme manager to a particular degree. The programme office has the main responsibility for preparing and quality assuring the governing documentation for the programme, contributing to the coordination of the initiative areas, contributing to taking out synergies across the initiative areas and having the capacity and competence to assist those responsible for the intiatives and the project managers with various assignments. KMD requires consultancy partly to strengthen the programme office's competence in programme control according to best practice, risk assessment, dealing with interested parties and the work of realising gains and partly in order to have enough resources for peak loads in the programme work. The offered consultant(s) must have good knowledge of the public sector and central administration, have good competence and experience with programme control, benefit realisation, dealing with interested parties and risk assessment, as well as some knowledge of the professional areas in the programme.

The extent in 2014 is calculated to approx. 2 manlabour days a week from the start of September until the end of the year. The programme will last for at least 3 years. The consultancy services can vary in the years after 2014 and they must be further agreed between the contracting authority and the consultant, but for 2014 the assistance is wanted on fixed weekdays in the contracting authority's premises.
