III.2.3) Technical capacity:
The candidate must have experience within the area of collecting, processing and delivering GPSbased real-time traffic data cf. section II.1.5 above. Therefore the candidate should submit a list of relevant customer references over the past three years. The list should include a description of each delivery and give information about which part of the delivery the candidate has delivered and the time schedule and the economic value of the part which the candidate delivered. Each reference should include contact information to a customer, who may be contacted. If a candidate is dependent on resources from other entities (e.g. subcontractors or other companies), the candidate must clarify that the candidate has full control over the required resources by submitting a declaration or by providing documentation from the other entities confirming that they will make the required resources available for the fulfilment of the candidates contractual obligations.
If a proposal is submitted from a group of candidates, each candidate must submit the above requested information.

Therefore, the candidate should submit a list of relevant customer references over the past 3 years. The list should include a description of each delivery as well as the time schedule and the economic value of the part delivered. Each reference should include contact information (name, telephone number etc.) to a customer.
If the candidate is consortium the above requested information should be specified per member of the consortium.
If a candidate is dependent on resources from other entities (subcontractors), the above requested information should be specified per entity. Furthermore, the candidate must clarify that he has full control over the required resources by providing a declaration from each entity confirming that the entity has the said experience and that the entity will make the required resources available for the fulfilment of the candidate's contractual obligations.
