Norsk Tipping has entered into a framework agreement for advertising services for the FLAX lottery.
FLAX is a portfolio of scratch lottery ticket games with various price and prize structure. The main emphasis of the existing Flax portfolio comprises lottery tickets for sale at the Contracting Authority's agents, while a selection of digital lottery tickets are for sale through the Contracting Authority's own digital channels. Flax is an impulse product and continuous presence in the last link is vital.
The procurement shall result in an agreement with an agency and the agency shall carry out all agreed upon assignments for one or several of the following assignments:
1. Advertising and market communication for the various Flax games, including:
— Assignments in connection with strategic works related to the branded goods,
— Develop concepts, campaigns, brand image marketing and design in accordance with decided plans and budgets,
— Commercials, from idea to finished production,
— Develop channel adapted communication systems for specific target groups,
— Assignments in accordance with requirements, with graphical services in connection with lottery ticket design.
2. Communication/content concepts directed towards customers, including:
— Develop communication concepts in a POEM perspective. All of the Contracting Authority's marketing activities shall be optimised in relation to paid, own/owned media where the purpose is to achieve interest and engagement among the customers and good coverage in relevant media.
Assignments that are given to the advertising agency shall be implemented in accordance with the framework agreement.
Moreover, the Contracting Authority shall have option to engage the selected provider for advertising agency services related to new game concepts and other natural accompanying services that presently are not a part of the Contracting Authority's product portfolio.
