The contracting authority requests a better understanding of how the administration of back to work initiatives in the Norwegian Labour and Welfare Service are adapted the job applicants‘ requirements for employment Knowledge in how various initiatives work for various groups is an significant starting point for the assignment's four partial problems.

1) How well do the offered initiatives composition and extent correspond with evidence based knowledge of the effect of measures for various target groups?

2) What guidelines are significant for the counsellor's choice of back-to-work initiatives for each user?

3) Are the alterations in the initiatives composition in correspondence with alterations in composition of the user population the previous 10 years?

4) To what degree has the reform of unemployment benefits and new working methods in the Norwegian Labour and Welfare Service influenced the deployment of initiatives?
