General
Drammen municipality c/o the chief municipal executive's section for planning and finance, shall enter into a framework agreement for bank services. The planning and finance sections administer the basic organisation's and the municipal companies' liquidity. The section shall, through the choice of a bank, support efficient operation of bank services in the form of optimal liquidity management, trade credit, payments, efficient communication systems, good systems for electronic file transfer, handling cash and other daily bank services that have stable function and with available and service minded user support. In addition the contract shall give the contracting authority the option to finance investments and place surplus liquidity in the long term. The contracting authority shall have access to consultancy as regards the market, financing solutions and placement alternatives.
Withdrawal rights
The contracting authority would like a fixed withdrawal right of NOK 250 000 000 with an option for a periodic expansion of the withdrawal right for 1–3 months for up to NOK 100 000 000.
Electronic systems
The contracting authority uses Agresso finance system. The tenderer's internet bank system, including technology for file transfer, must be adapted to Agresso without significant technical system adaptations.
The character recognition system OCR is currently used for deposit transactions, but the contracting authority aims to change to Cremul during the contract period.
Handling cash
Cash deposits must be able to be continually made via a night safe in Drammen.
Limitations
Loans are not included in the contract. There shall not be restrictions on taking up loans outside the bank. Neither shall there be restrictions on the placement of liquidity outside the bank contract.
