In the parliamentary bill no. 13 (2011-2012) Education for welfare, is one of the initiatives to invite the counties to participate in trialling of a new education model in Healthcare worker subject and the Child and Youth worker subject organised in models for more flexible alternating between school and practice.

'Alternating model', means a path where the education is organised in smaller units with short, alternating periods in regards to school and business.

Trialling of alternating between and school and working life throughout the entire education path is also referred to as an initiative in the Social contract between the parties in the working life.

These models are subject to evaluation and potential models that are tested in other education programme which leads to more people chose the education programmes and that more people complete the programmes with a certificate of apprenticeship.

This trial shall start up in 2014 and finishes in autumn 2017.

In the parliamentary bill no. 1 S Appendix 1 (2013–2014) the Government proposes to expand the trialling of alternating models in professional and vocational training and facilitate that several professions and counties can be included.

The assignment from the Ministry of Education and Research regarding trialling the alternating models are formulated like this:

In the assignment letter from the Ministry of Education and Research the directorate is asked of the following:

— To invite counties to test out alternating models with start from the school year 2014/2015. The trialling shall include more professions than health- and youth development. Grants may also be given to trials that are already initiated, that have not previously received support. The aim is to achieve the best possible knowledge about the opportunities and challenges associated with the alternating model.

This trial shall starts in 2014 and ends in 2018.
