Framework agreement for the high-voltage line construction for Helgelandskraft AS.
Helgelandskraft AS is in an aggressive development and maintenance phase regarding our production facilities and grid. We have aggressive investment plans for the coming years through 2020.
Helgeland Kraft thus seeks to establish a long-term contract with one supplier/contractor to improve our reparation preparedness for our network of lines, as well as new construction, inspection and dismantling of our high voltage overhead line construction.
The task now on offer via this competition mainly consists of two parts:
1. Reparation preparedness (staffing and equipment).
2. New construction, inspection and removal of high voltage overhead line construction.
1. HelgelandsKraft wants to increase response preparedness primarily concerning our regional grid lines. These have a voltage level ranging from 66 to 132 kV. The lines are largely built on wooden poles, and are largely in what could be described as inaccessible terrain. In addition to reparation, preparedness also includes the ability to localise the fault. Our need for preparedness is generally in the winter.
2. Helgelandskraft's regional network is of such an age and condition that much of the grid must be renovated in the years ahead. In addition, there are plans for a considerable small hydro development that will initiate new regional grids. HK wishes to resolve some of these tasks within the framework agreement. Helgelandskraft still wishes to primarily address these challenges by erecting wooden pole-borne lines until a full alternative is in place. The same needs for renovation and new construction also apply to our distribution network. Regional grid lines, both existing and new are mainly in what is categorised as difficult terrain.
The agreement will be valid for 2 calendar years after the start of the agreements, with the possibility of extension for up to 1 year plus 1 year, for a maximum total of 4 years.
The contract will commence no earlier than 1.5.2014.
