Short description

On behalf of Nordkapp municipality (the awarding authority), we invite companies to an open tender competition - temporary staff services. Finnut Consult AS is assisting with the tender competition. The awarding authority would like tenders for temporary staff services for the period February 2014 - February 2017 with an option for a one year extension.

The procurement of temporary staff services in recent years has varied between approx. 650 000 NOK per annum. The historical consumpiton can, with major reservations, be used as an estimate for the expected consumption in the coming period as the need for temporary staff varies and depends on factors outside the awarding authority's control. The awarding authority intends to reduce the use of hired temporary staff.

The awarding authority is not bound to procure services for a fixed sum, but to procure services as needed. We emphasise that the tender shall be in accordance with the instructions described in this document.

Incomplete replies - or replies that include reservations, errors or uncertainties that can cause doubt as to how the tender shall be assessed- will be rejected. Deviations from the tender documents shall be described precisely and clearly.

Description of the procurement

Due to staff holidays, leave, vacancies and sick leave, the awarding authority has a need for nurses, mental health workers, auxiliary nurses, care workers or other health personnel that can temporarily work. This applies to personnel for long or short assignments, both planned and acute assignments. The internal assignment orderers will be doctor surgeries, nursing homes, the home care service (measures in patients' homes with 24 hour services) or sick bays.

The estimated distribution between the job categories is approx. 70 % nurses, 30 % auxiliary nurses, welfare care workers, health workers, bio engineers and equivalent.

The awarding authority can have a future need - in this contract period - for doctors, mental health workers, bio engineers, discipline managers and equivalent. The tender shall therefore provide an overview of which other competence and qualifications the service provder can provide. The awarding authority also has projects with resource demanding services where there can be a need for special competence, for example, operating respirators and dialysis treatment. The tender shall therefore confirm that the service provider can provide this type of competence.
