Short description

The Norwegian Defence Estates Agency is an administrative organ under the Ministry of Defence that administers, runs, maintains and develops the Norwegian Defence's properties and construction sites.

The Norwegian Defence Estates Agency procures a large amount of construction site work nationwide. Most of the work and services is carried out by external companies, but the awarding authority also carries out a certain amount, especially within the operation and maintenance of properies.

The aim of this framework agreement is to cover the Norwegian Defence Estates Agency, Letting's need for;

- New procurements of ventilation installations, cooling installations and dehumidfying, normally small procurement that are not procured in separate contracts.

- Services for the operation, maintenance and improvement of ventilation installations, dehumidifying installations and air treatment plans at the Norwegian Defence Estates Agency's installations nationwide, including procurements of technical ventilation materail etc. for the services.

- Services for the operation, maintenance and improvements of technical cooling installations.

- Services for replacements and alterations of old cooling installations and installations that include R22.

The need for services shall normally cover all engineering design services for the assignments.

The contract owner for the framework agreement concept will be the Norwegian Defence Estates Agency, Letting and the administration of the contract will be done via Letting, c/o Procurement Services.

All departments in the Norwegian Defence Estates Agency can use the contract.

The framework agreement can also be used by the entire Norwegian Defence, i.e. any department that is a part of or under the Royal Ministry of Defence, and which administers and runs its own buildings.

The contract is divided into and comprises of several competition areas that service providers can give independent tenders for, total 16 contract areas. The contract areas have the following main division:

Ventilation and comfort cooling, dehumidifying, humidifying;

Process cooling;

Dehumidifying.

The contract areas are further divded into different geographical places and camp areas.

The Norwegian Defence Estates Agency carries out some services connected to the operation and maintenance of ventilation installations themselves. These assignments are carried out in the 7 (6 from 2014) market areas that the Norwegian Defence Estates Agency, Letting is divided up into, see point 1.3.1 below. The number of procured services has traditionally been greatest in the market areas in South Norway. Market are Østlandet also carries out many service assignments itself.

The Norwegian Defence Estates Agency also procures, however, some ventilation and cooling services from different service providers.

In the last thee years the Norwegian Defence Estates Agency has had two framework agreements with GK Norge AS for such services, who has covered large parts of the country. These framework agreements expire 16.11.2013. After this procurement process, the contract concept shall replace the existing framework agreements. The new contracts shall also cover the remaining areas of the country, see the division of tenders. In addition the Norwegian Defence Estates Agency has a separate contract for the procurement of filters, which is mainly intended to cover the Norwegian Defence Estates Agency's need for filters for which the awarding authority carries out its own services. These contracts will be continued. Filters that are delivered for the services in the contract shall however be procured through this contract.

The contract's intention is to ensure service for the Norwegian Defence's military organisation, by increasing the capacity and competence for this type of service.

Service providers shall submit tenders in accordance with the division of areas, see below. Tender prices shall apply to the geographical places and surrounding areas as mentioned in the table in the tender documents.
