Short description

Sporveien Oslo AS (“Sporveien”) is subject to the public procurement regulations. The Request for Information (RFI) is a significant part of a concept study. Please note that this is not a public announcement of a competition, but an announcement for the RFI due 9 August 2013.

Deloitte Norway has been asked to perform the concept study on behalf of Sporveien in Oslo with regards to a possible new signaling system for the metro. The current signaling system is based on a combination of both relay and electronic interlockings which implement track circuits for train detection, so called fixed block train control (FBTC). Sporveien is considering whether to upgrade the current system (FBTC) or to invest in a Communication Based Train Control (CBTC) system.

The main purpose of this RFI is to pull together cost estimates for implementing CBTC in the Oslo metro, as well as a tentative implementation schedule. Please note that the focus of this RFI is on a conceptual level and that the purpose of the cost estimates is to make a well-founded choice according to Oslo municipality’s investment regime (“Veileder for konseptvalgutredning i Oslo kommune”.)

This RFI is not to be regarded as part of the procurement process. Participation in RFI will not affect vendor competitiveness, and will not result in any disadvantages or advantages for the suppliers in any subsequent competition. The RFI`s goal is to provide the best possible base for the choice of concept. To ensure equal treatment, transparency and predictability, the RFI is also advertised as an indicative announcement on Doffin / TED and at www.sporveien.com. When the decision is made for future investments, new opportunities will be published according to the public procurement regulations.
